San Diego Navy Commander Fired Amid 'Loss of Confidence' Concerns

Capt. Lester Brown Jr., the commanding officer of the Navy Leadership and Ethics Command (NLEC) in San Diego, has been terminated by the U.S. Navy as a result of a "loss of confidence in his leadership." Since September 2022, Capt. Brown has served as the command commander, overseeing training programs that are intended to develop the capabilities of future officers and enlisted leaders.

Brown, a Maryland native, graduated from the U.S. Naval Academy and established a distinguished career as a Surface Warfare officer. His service included the command of the USS McFaul, an Arleigh Burke-class destroyer, and the fulfillment of critical responsibilities on the USS Anchorage, USS Sides, USS Patriot, and USS Philippine Sea. Furthermore, he served as the executive officer of the USS McFaul at one time.

The Navy officials did not provide specific information about the dismissal; however, the "loss of confidence" statement is joint in public disclosures about leadership changes. Six Battle Efficiency Ribbons, five Meritorious Service Medals, four Navy Commendation Medals, and two Navy Achievement Medals are among Capt—Brown's most notable accolades.

Capt. Richard Zeber from NLEC Newport will temporarily assume Brown's duties in San Diego as the Navy navigates this leadership transition.
